(Founder and Managing Partner) brings to the company more than ten years of experience working with a broad range of military and government agencies, as well as a robust management background in the private banking and finance industry. He has particular expertise in areas of security, defense intelligence and appropriations through his continuing work as a Naval Intelligence Officer (both as counter-terrorism analyst for the Defense Intelligence Agency, as an intelligence integration centre watch officer on the USS Enterprise Admiral's Staff). Andre has provided analysis and reported on changes to the protection of ships in foreign potentially hostile ports to the Adm. Enterprise Battle Group after the Cole disaster and has written non-combatant evacuation operation plans for the past three years. Mr. Stephano has developed skills and networks in the areas of political advocacy. Before founding this company, he spent two years working with politicians, company leaders and lobbyists at Fed, State and Local level to develop an expertise in the appropriations system of the US Congress as regards DOD and particularly the new Department of Homeland Defense. He serves as chairman of the Nominating Committee of the Service Academy Nominations for Senator Arlen Specter (R, Pennsylvania). Joined with his military and security knowledge is a broad-based background in banking, finance and real estate, drawn from his work as an investment banker with the Wall Street private banking firm Brown Brothers Harriman & Company, as well as his service as an analyst and traffic manager for CoreStates Bank NA and logistics manager BDP International Inc. He has more than eight years of experience in the construction and real estate business and is founder and managing partner of Cincinnatus Development LLC, a Philadelphia-based real estate investment and development company with onshore and offshore residential and commercial projects. Mr. Stephano is a graduate of the University of Pennsylvania, where he received a BA in political science. In addition to having received and led training in counter-terrorism at the United States Naval War College in Newport, RI, he is also a former enlisted marine with the United States Marine Corps Reserve and is a current officer of the United States Naval Reserve.
